President Raul Castro was welcomed by Bolivian Foreign Minister David Choquehuanca and the Colorados Regiment received him with full military honors.

He was the first Latin American leader to arrive in the venue of the meeting, only preceded by Presidents Mahinda Rajapaksa (Sri Lanka), Robert Gabniel Mugabe (Zimbabwe) and Abdul Hamit (Bangladesh).
